Smart, Coherent, Disciplined and Troubling: The Washington Post review of Chertoff's Homeland Security

Edward Alden reviewed Michael Chertoff's Homeland Security: Assessing the First Five Years and Tom Ridge's The Test of our Times in yesterday's Washington Post. Both Chertoff and Ridge served as Secretary of Homeland Security during the George W. Bush administration. "Michael Chertoff, the tough Justice Department prosecutor who succeeded Ridge in 2005, has written a book that is smart, coherent and disciplined, much like the successful reorganization he oversaw at the agency," wrote Aldern. Alden followed his praise with concerns over Chertoff's proposals, saying that "Chertoff's conclusions about how the United States should deal with the new security threats are more troubling than Ridge's because Chertoff would place far fewer limits on the exercise of state power in the name of fighting terrorism."

A Just Withdrawal: Walzer and Mills on Getting Out of Iraq in The New Republic

Michael Walzer and Nicolaus Mills co-wrote a piece for today's issue of Tne New Republic entitled A Just Withdrawal. In it, they share their guidelines for an ethical withdrawal from an occupied land.

". . . as President Obama continues the withdrawal of American troops from Iraq, he should do more than pay attention to conditions on the ground. He should also keep in mind how badly withdrawals from occupied countries have gone in the past, and take to heart the historical lessons these failed withdrawals teach. Though many experts have attempted military, strategic, and political analyses of how and when the United States should withdraw, there has been little attention paid to moral considerations in answering that question."

The New York Review of Books on Hidden War in the Congo

In the September 24 issue of The New York Review of Books,  Howard W. French examines three recent studies of violence in Central Africa: René Lemarchand's The Dynamics of Violence in Central Africa, Africa's World War: Congo, the Rwandan Genocide, and the Making of a Continental Catastrophe by Gérard Prunier, and The Congo Wars: Conflict, Myth and Reality by Thomas Turner. French writes:

. . . these books will surprise many whose knowledge of the region is based on popular accounts of the genocide and its aftermath. In all three, the Kagame regime, and its allies in Central Africa, are portrayed not as heroes but rather as opportunists who use moral arguments to advance economic interests. And their supporters in the United States and Western Europe emerge as alternately complicit, gullible, or simply confused. For their part in bringing intractable conflict to a region that had known very little armed violence for nearly thirty years, all the parties—so these books argue—deserve blame, including the United States.

French goes on to discuss how Lemarchand brings neglected elements of Central Africa's history and political dynamics to the forefront of the discussion.
